Ilham Aliyev in the fight against universal evil (Editorial)



The main event of the pandemic political era was the historic initiative of the Azerbaijani President Ilham Aliyev to convene an emergency session of the UN General Assembly. The world is faced with an unprecedented crisis in modern political history caused by the coronavirus pandemic, and is on the verge of a humanitarian and socio-economic catastrophe. And in the face of a new global challenge to all mankind, when the system of interconnections between human being, society and nature and the future of the entire world community are threatened, the initiative of the Azerbaijani leader was duly appreciated by the entire world political system.

World arbiter did not intervene

After the end of World War II, the international community came to the conclusion that the problems posing global threats should be considered and resolved jointly within the framework of international platforms. The main such platform was the United Nations created in 1945, which currently includes 193 states. The purpose of its creation was to maintain and ensure security in the world, the prevention and resolution of international conflicts, as well as the development of effective multifaceted interaction between countries. The organisation serves as a global forum where states can raise and discuss complex issues, including issues of war and peace.

And for 75 years now, the UN, acting as an instrument of diplomatic relations, has been dealing with a wide range of issues: conflicts between countries and nations, economic crises, food problems, environmental factors... Thanks to the UN, many conflicts on the planet have not developed into full-scale wars. However, there are a lot of those that could not be settled. The Armenian-Azerbaijani conflict is also on the list of problems unresolved by the organisation. But here the UN faced a persistent reluctance of Armenia to follow its conclusions and recommendations of international experts and mediators.

Nevertheless, the UN has always taken measures to discuss by the parties to the conflict and international mediators difficult situations related to international peace and security, and proposed certain solutions.

Over the past two decades, the UN's circle of issues has also included epidemics. In particular, the organisation's Security Council responded to the problems of combating AIDS and the Ebola epidemic (there were even relevant UN Security Council resolutions). However, since the beginning of the COVID-19 pandemic, this global platform has been in a difficult position. The contradictions between global players have become so acute that they have virtually paralysed the work of the Security Council. Efforts within a different format -- the UN General Assembly -- have also failed.

The leading countries of the world, instead of global leadership, have chosen the path of geopolitical competition and self-isolation. Although the people of the world were hoping on the large countries and international organisations fulfilling the role of global leadership in the current difficult situation, this did not happen. Fragmentary steps were taken that were more in the nature of national egoism and self-isolation than saving decisions and actions. The initiative to convene special meetings of the UN Security Council failed because of a divergence of opinion. Within the framework of the UN General Assembly, several resolutions were put forward, but most of them were unsuccessful and ended only with the adoption of declarative texts...

Ilham Aliyev proposed, states unconditionally supported

Against this background, Azerbaijani President Ilham Aliyev came up with the initiative to convene a special session of the General Assembly to discuss the current pandemic crisis. The initiative of the head of Azerbaijan is a logical continuation of the policy of strengthening international cooperation and solidarity on all global issues. It was on the initiative of the President of Azerbaijan that a video-conference summit of the Non-Aligned Movement (NAM) was convened in April this year. The chairmanship of Azerbaijan, which always supports the interests of countries that adhere to a policy of neutrality and are not satellites of global players, has become significant for the organisation. It is Azerbaijan that actually proves that the time has come for active participation of the so-called non-nuclear self-sufficient states in international life and their initiatives.

In recent years, Azerbaijan has confidently entered the circle of states, which are called middle power in the theory of international relations. Under the leadership of President Ilham Aliyev, the country today appears on the world stage in an increasingly heavy weight category. This has become especially evident now, during the coronavirus pandemic that erupted in the world. Baku has already contributed to the fight against this universal evil by donating $10 million to the World Health Organisation (WHO), the United Nations body that coordinates international health work, and also has provided substantial financial assistance to a number of states.

And now, the UN is undergoing a procedure for approving the initiative of the President of Azerbaijan, Ilham Aliyev to hold a special session on the pandemic. The initiative was voiced by the head of the Republic of Azerbaijan as the chairman of the Non-Aligned Movement at the organisation's summit held in April this year via video-conference. The proposal of Ilham Aliyev was unconditionally supported by all participants in the summit.

Armenian objection

As already noted, UN special sessions over a considerable period of its existence were convened quite rarely. However, given the extreme seriousness of the COVID-19 threat for the security of modern humanity and counting on understanding and support, Azerbaijani diplomacy has made every effort to promote its proposal in New York, Geneva, Adiss Ababa and other cities and countries where the UN headquarters are located. Our country has carried out focused work and has achieved the support of 130 UN member states, while a majority of 97 countries is sufficient for holding a special session.

The success of Azerbaijani diplomacy was primarily determined by the personal authority of President Ilham Aliyev, which he had firmly won over the past decade among the heads of state and government of the world.

However, it was not without opponents of the initiative to conduct a special session. The objection was expectedly made by Armenia. Even in such a serious, global problem, this aggressor country could not sacrifice its purely selfish and nihilistic principles to support an obvious need. It is hard to imagine that Armenia is not aware of the criticality of the situation, since among its population the pandemic has been especially raging and is taking on an increasingly tragic scale. But since the proposal to discuss and develop measures to combat this decease jointly with all countries and peoples come from Baku, Yerevan is trying to organise an obstruction of the most reasonable arguments. Let the whole world perish, only to stop Azerbaijan from getting the laurels of any kind of international undertaking: this is the logic of the country that occupied part of the territory of this very Azerbaijan.

While the whole world demonstrates the importance of global solidarity in the fight against COVID-19, Armenia dishonours itself in front of the countries of the universe, speaking out against a saving (which is not excluded) initiative. The whole world once again saw the true essence of this country and its leadership.

However, Yerevan in vain relied on the support of other states: most of the UN member countries have already approved the initiative of the President of Azerbaijan. Yerevan's diplomatic attempts once again ended in failure.

It is clear to the whole world that the Baku proposal does not pursue any narrowly focused and national interests, but is aimed at strengthening the institutions of multilateralism and international solidarity in the fight against the pandemic.

The corona-crisis aggravated the faults in the international community, but time dictates the search for joint approaches to the problem of a global scale. The initiative of the President of Azerbaijan, Ilham Aliyev will undoubtedly contribute to the solution of the difficult tasks facing the international community today.
