Putin and Aliyev agreed. And Volvach rushes to Baku (Our afterword)

The first phrase that Putin uttered when meeting with Aliyev was 'Eid Mubarak!' With the next phrase the Russian president reminded of the anniversary - the 30th anniversary of the establishment of diplomatic relations in the coming year.

In general, this is already enough to characterise the tonality.

Then Putin's press-secretary, Dmitry Peskov, pointed out that the meeting lasted about two hours. The presidents discussed the issues of economic cooperation, the fight against the coronavirus, the joint production of vaccines, as well as the final settlement of the Armenian-Azerbaijani conflict.

The first phrase that Putin uttered during a meeting with Aliyev was 'Eid Mubarak!'

If Peskov's list corresponds to the real sequence of topics for discussion, then this is the first meeting after the end of the second Karabakh war, where the economy of the Russian-Azerbaijani relations was planned in detail.

At the end of this week, on the instructions of Putin, a visit of a large delegation of Russian exporters is expected in Baku, headed by Dmitry Volvach, head of the Ministry of Economy of the Russian Federation.

The events of the business mission, which will be held under the auspices of ROSEKSIMBANK, will be attended by leading industrial companies of Russia. The program will include the presentation of a new line of KAMAZ trucks.

Within the framework of the visit, it will be possible to clarify the interests of Russian companies in the field of post-conflict restoration of the returned territories. In any case, according to the Russian trade in Azerbaijan, there are applications from companies operating in the field of geological exploration, road design and construction, power engineering. It is possible that the Russian group Hevel, building solar stations in the CIS, will be interested in participating in the Green Generation program in Karabakh.

At the end of the week on the orders of Putin Dmitry Volvach will go to Baku

But, apparently, the main subject of the Russian contribution to the restoration programs is the work of the Russian Railways on the section in the Zangezur corridor. In the introductory part of the meeting of the presidents, Ilham Aliyev cited the example of the North-South ITC as one of the examples of a dynamic developing joint project.

At the end of April, during a meeting of the intergovernmental Commission on Economic Cooperation between the two countries, the following figures were announced: in 2020, the volume of freight traffic along the corridor increased by more than 15% compared to 2019. The volume of freight traffic by rail increased by almost 23%, and by road, the growth was about 14%. In the first quarter of 2021, the volume of goods transported through the Azerbaijani section of the corridor increased by another 23.5%. In addition, the loading of the Baku-Tbilisi-Kars railway with Russian cargo increased by 11%. In general, Russia will pay more and more close attention to the development of trans-specific branches of the North-South ITC towards Turkey, Pakistan, and Afghanistan.

The project for the production of Russian SARS-CoV-2 vaccines in Azerbaijan is also under the control of the two presidents. Most likely, it will develop at the facilities of a joint venture with R-Pharm. We wrote about this during the recent visit of the head of the Russian Ministry of Health to Baku.

In principle, the development of technologies within the framework of a common regional economic space is the most important strategic task for the years to come. Therefore, it is no coincidence that Ilham Aliyev mentioned that already more than thirty thousand Azerbaijani students are studying in the space of Russian science and the Russian language: about 15 thousand Azerbaijani students in Russian universities, about 16 thousand in Azerbaijan itself at the Russian language departments, and about a thousand in two Azerbaijani branches of Russian universities - Moscow State University and Sechenov Medical University.

'So, such a large cohort of Azerbaijani youth, which is already connected with Russia by language, communication, education. I think that this is very important in transferring our experience to the younger generation' - this phrase of Aliyev about the preparation of the technological and managerial elite is probably the best characterises the prospects of our relationship.
