Ilgar Mammadov doesn't want to leave prison (Updated)


'Ilgar Mammadov does not intend to ask for parole,' Turan Agency reports citing Fuad Agayev, the lawyer of the leader of the REAL movement, commenting on today's statements of the presidential aide on foreign policy Novruz Mammadov.

According to him, Ilgar Mammadov does not intend to ask for a parole and then walk around with an electronic bracelet.

'The Committee of Ministers of the Council of Europe for the first time is trying to apply paragraph 46.4 of the European Convention on Human Rights specifically against Azerbaijan. At the same time, due to systematic and numerous cases of human rights violations in Armenia, this country does not face any criticism.' This was stated by Assistant to the Azerbaijani President on Foreign Policy Novruz Mammadov.

'Azerbaijan takes all possible steps to implement the decision of the European Court. In accordance with the presidential decree, the country continues to reform its legislation. In this regard, and in accordance with the changes in the legislation, starting from December 1, 2017, Ilgar Mammadov, on the basis of applying to the court, receives the right to conditional release after serving 2/3 of the term of his sentence. Along with this, the Azerbaijani side can also hold constructive negotiations to find other ways of resolving this issue,' said Novruz Mammadov.

Ilgar Mammadov was detained in 2013 for organising and actively participating in the riots in Ismayilli district. In 2014, by a court decision, he was imprisoned for 7 years. In May 2014, the ECtHR stated that violations were committed in the course of the criminal investigation against Ilgar Mamedov.

The official position of Azerbaijan in this issue is that the government of the country has complied with all the requirements of the ECtHR in the case of Ilgar Mammadov, and there are no demands for his unconditional release in the ECtHR decision.
