Ramiz Mehdiyev: 'We can lose much time with insincere officials' (Loud statement)



'With officials, who are building their activities on opportunistic changes in the political arena, who are characterised by insincerity, inertia and inaction, who completely disregard the command principle, we can lose a lot of time in achieving the set goals for the development of Azerbaijan,' writes in his program article 'Basic directions of the strategy of economic development of President Ilham Aliyev' Head of the Azerbaijani Presidential Administration, Academician Ramiz Mehdiyev, reports Azeri Daily with reference to the Azerbaijan State News Agency.

Developing his point of view, R.Mehdiyev quotes the president himself. 'From this point of view, President Ilham Aliyev did not accidentally remark at the meeting with local businessmen on the importance of the work of state officials as a single team: "Azerbaijan has a beautiful future. There is stability in Azerbaijan. Azerbaijan has a wonderful human potential, true professionals. Of course, there is also political will. If we all work in this direction as a single team, I am sure that in the near future there will be no problems for entrepreneurs in Azerbaijan." Based on the speeches of President Ilham Aliyev and his thoughts, we can also see the contours of the personnel policy. In one of the interviews, Mr President notes: "I think that a very strong personnel potential has appeared in Azerbaijan. This potential of professionals should be protected. I must tell you that there are not so many of them in Azerbaijan. Of course, I equally treat all officials. I do not tolerate discrimination, and I believe that those who do their duty with dignity, of course, must continue their work."

In his program article R.Mehdiyev comes to the conclusion: 'In the personnel issue, every official should be guided by criteria that are in accordance with state interests, and not cast a shadow on personnel policy by his/her activities. It is impossible to admit the loss of personnel potential as a result of the arbitrariness of individual officials with regard to cadres, their superficial and subjective approach.

Proper assessment of the essence of institutional reforms in Azerbaijan, their goals and objectives is one of the crucial conditions for the successful implementation of structural reforms. However, observations show that there are differing ideas associated with the 'philosophy' of administrative reforms.

Positive results from the economic and organisational points of view are achieved only when administrative reforms, as a rule, create conditions for the development of a free economy and overcoming bureaucratic tendencies, flexible management and coordination. In general, reforms in the public administration system are a painful and complicated process. However, in countries with strong and stable political power, economic reforms and structural transformations go smoothly, as the political power of the authorities makes it easy to overcome the 'obstacles' that arise in the way of these reforms.'
