Azerbaijan continues to seek release of Dilgam Askerov and Shahbaz Guliyev



Azerbaijan continues to make efforts to secure the release of Dilgam Askerov and Shahbaz Guliyev, held hostage by the puppet separatist regime in the occupied territories of Azerbaijan.

It should be recalled that on December 29, 2014, the so-called 'court' in the occupied Nagorno-Karabakh sentenced Dilgam Askerov to life imprisonment, and Shahbaz Guliyev to 22 years in prison.

Currently, the issue of the release of Azerbaijani hostages is in the focus of attention of the country's leadership and the Azerbaijani public. On behalf of the head of state, all necessary measures are being taken. One of the most important steps to free our compatriots is to appeal to the European Court of Human Rights (ECtHR).

It should be noted that the representative of the injured party (wives of the hostages) is the Chairman of the Bar Association of Azerbaijan, Anar Bagirov. Over the past period, an official complaint was prepared, which was sent to the ECtHR on May 15, 2015. There are sufficient legal grounds for this complaint. Thus, the rights of Dilgam Askerov and Shahbaz Guliyev were violated immediately on several points of the European Convention on Human Rights, and Armenia is directly responsible for this.

As a rule, consideration of complaints addressed to the European Court may take a long time. Given this, the complaint noted concerns about the health status of the hostages and the need to transfer them to Azerbaijan or to a third country in accordance with the rules of the ECtHR. However, unfortunately, this request was rejected by the European Court and it was stated that the case would be considered as usual.

It should be noted that the European Court is currently at the communication stage. It is expected that by the end of this year this process will be completed and then the case of the Azerbaijani hostages will be considered as soon as possible.

In addition, in order to find out about the state of health of the hostages, a contact is maintained with the representative office of the International Red Cross Society in Azerbaijan.

However, Dilgam Askerov, whose health condition is extremely unsatisfactory, cannot write letters to his family. This fact confirms that, due to the torture and inhuman treatment used against him, Askerov's health condition deteriorated sharply.

It should be noted that the Chairman of the Bar Association, Anar Bagirov constantly meets with the relatives of the hostages and informs them of the situation with the consideration of the case in the European Court.

Thus, the other day, Anar Bagirov met with the son of Dilgam Askerov, Kurdoglu Askerov. At the meeting, the lawyer noted that he regrets that the European Court is still not considering the case, despite the fact that more than four years have passed and the state of health of Dilgam Askerov is a cause for concern. At the same time, it was noted that not a single international organisation or embassy that often positioned itself as a defender of human rights, as well as the so-called grant advocates, never touched on the issue of Dilgam and Shahbaz at any of the meetings or events and always ignored this issue. This clearly indicates that they use double standards in their activities.

At the meeting, the question of the impossibility of establishing a contact between relatives and hostages was also discussed. It was noted that due to the fact that the Armenian government did not provide real security guarantees to relatives who want to visit Dilgam Askerov, this is not possible.

In addition, the meeting indicated that the Azerbaijani bar is always ready to provide comprehensive support to each representative of our people on such national and vital issues.

At the same time, taking into account the scrupulousness of the consideration of this issue in the European Court, the need for the utmost correctness of the local media in highlighting this case was emphasised.
