When will Azerbaijani Foreign Ministry angrily ask US Congress?



The main achievement of the Trilateral Declaration of Azerbaijan, Armenia and Russia, which opened a direct path to the final stage of the Karabakh settlement, was the historic agreement on unblocking communication routes and communications between Azerbaijan and Armenia. The long and thorny path to unblocking has already begun. The process is painful, with permanent resistance of heterogeneous internal political forces both in Armenia and in Azerbaijan, it still covers the movement of military traffic, but with the participation of Russian peacekeepers, the Armenian residents of Karabakh overcome the communication routes controlled by the Azerbaijani military. Which, in turn, cross the Armenian corridors with the formal accompaniment of Russian representatives.

After the end of the Karabakh conflict, the governments of the two countries in the format of a joint commission with the participation of Russian Deputy Prime Minister Overchuk are carrying out an intensive, painstaking and detailed development of the restoration of all communication systems and communication routes, including rail, road and transit.

If nothing extraordinary and counter-revolutionary happens in the internal political life of Armenia, a full-fledged peaceful life will be restored to a greater extent in the region in the coming years. And the return to life of the system of regional transport and logistics clusters will ensure the full interaction of national economies. All major regional powers - Russia, Iran and Turkey - are showing increased attention to the reconstruction of the regional communications system. And Armenia, alienated in recent years from the regional geoeconomics, will begin active reintegration and functional interaction, which will significantly expand the possibilities of the Armenian economy and the national business community.

In Azerbaijan, the internal political situation is more than predictable; besides, the absolute majority of socio-political forces are completely satisfied with the de-occupation of the lowland and part of the upper Karabakh, counting on evolutionary reunification with the highland Armenians living behind the fortress walls of Azerbaijani Shusha.

After the end of the second war, Azerbaijan, in accordance with its obligations, is taking a whole range of measures to restore peaceful life, investing billions of dollars in the construction of infrastructure, and in the future it plans to release tens of billions of dollars for the construction of settlements, cities and districts.

As the last visit of President Ilham Aliyev to the liberated Zangilan and Jabrayil districts showed, in a short period of time the Azerbaijani government achieved the implementation of unthinkable tasks - attracting investment capital and leading manufacturers of modern technologies to lowland Karabakh from Turkey, Great Britain, Israel and China. In planning an economic model for the revival of Karabakh, the government of Azerbaijan proceeds from the prevailing political realities. Despite the extreme interest of many French companies, the inflammatory and populist policies of the Macron government have become a big obstacle to the active involvement of the Parisian business community in tempting multi-billion dollar projects.

However, American companies faced an even greater obstacle in cooperation with Azerbaijan. In general, it is quite difficult for the Azerbaijani government to reach a new level of strategic partnership with the United States due to the ongoing sanctions policy of Washington against official Baku. In the midst of the first Karabakh war, moreover, during the rule of the pro-Western Popular Front (PFA) of Abulfaz Elchibey, the US Congress, which supported all newborn republics that got rid of the Soviet yoke with the help of the Freedom Support Act, through the same legislative act imposed sanctions on the PFA government by banning the US president and government from providing economic assistance to Azerbaijan. Along with the military and political defeats of the Elchibey government, the adoption of the notorious Section 907, which opened incredible economic prospects for other post-Soviet countries, and first of all for Armenia, was a consequence of the great diplomatic failure of the then government. Of course, this sanction was also adopted under the pressure of the influential Armenian lobby. But the same lobby could not prevent later Heydar Aliyev and the outstanding American diplomat Madeleine Albright from achieving the development of a mechanism for annually lifting the sanctions. Each year, the US president waives the section. Or one day he may not do so. And the sanction, which completely restricts economic ties with Azerbaijan, can come into effect in full.

After the second war and the beginning of the restoration of peaceful life in Karabakh, the Section 907 completely lost its original meaning. The sanction was imposed against Azerbaijan, which was blockading Armenia and Nagorno-Karabakh. Although, the same congressmen did not notice for 30 years the besieged Nakhchivan, with which Armenia interrupted all communication routes during the war. Not to mention the occupational nature of the Armenian policy, which kept under illegal control, according to the UN Security Council resolution, seven Azerbaijani districts. But for the immoral and cynical American politics, all these conventions, such as the blockade of Nakhchivan or the occupation of plain Karabakh, are pure, distant and, in general, banal convention. It has nothing to do with the imperialist understanding of the political alignment - the smell of money and the taste of blood. But even from the point of view of Armenian interests and the requirements of the imposed sanction, Section 907 has lost its legal significance. By signing the trilateral agreement with Armenia, Azerbaijan assumed obligations and began unblocking communications. Moreover, it began construction of road and rail communication lines leading to Armenia and Nagorno-Karabakh.

Several days ago, during a telephone conversation with President Ilham Aliyev, Secretary of State Anthony Blinken announced a new waiver of Section 907. However, isn't it time for the final lifting of this economic sanction, which closes the path to full-fledged trade and economic cooperation between the two countries? The Milli Majlis, the Foreign Ministry and our Embassy in Washington have received carte blanche for active action in Congress. Azerbaijan lifted the blockade of Armenia. Why isn't Congress repealing the amendment? When will we hear this question and loud statements from the lips of the leadership of our Parliament, Foreign Ministry and Embassy in the United States?
