Cabinet of Ministers warned all citizens of Azerbaijan: Everybody stay at home!



Additional measures have been identified to prevent the spreading of coronavirus infection (COVID-19) in the territory of the Republic of Azerbaijan, the Operational Headquarters under the Cabinet of Ministers informs.

As part of the measures taken by the state to prevent the spread of coronavirus (COVID-19) in the territory of the Republic of Azerbaijan, citizens are required to remain in their private houses and apartments, in places of permanent or temporary residence (location).

People can leave private houses and apartments only in case of emergency:

- the need for emergency medical care;

- the occurrence of a situation that threatens life and health;

- for the purpose of visiting retail and public services facilities whose activities are permitted;

- for the purpose of the discharge of household waste, as well as for the performance of official duties in organisations operating during the special regime.

In connection with the above, activities in other areas, except for the areas of work and services necessary for the life of citizens, are suspended from 00:00 on 31 March 2020 until 00:00 on 20 April 2020.

In order to minimise the communication of people with each other and thereby reduce the spread of infection for the declared period, the following activities are prohibited:

- all retail and public facilities, including the provision of services to customers on-site in restaurants, cafes and tea houses (except for supermarkets, grocery stores and pharmacies, as well as home delivery and online sales);

- services in places of recreation and entertainment;

- cultural objects, including museums and exhibition halls, cinemas, theatres, gyms;

- hairdressing salons, beauty salons, massage services, cosmetic services and baths (including services in the client’s house or in other places);

- funeral services, with the exception of the actual burial, including in memorial halls, tents and other enclosed spaces;

- services of tailors (including services in the client’s house or in other places);

- photo studios (including services in the client’s house or in other places);

- services in the field of event organisation (including services in the client’s house or in other places - organisation of weddings, engagements and similar events);

- sports, rehabilitation and health services (except for medical services in this area);

- cleaning in private apartments;

- private tutoring (including in homes).

During this period, activities in the following areas are permitted subject to compliance with the requirements of the special regime period:

1. Executive authorities and organisations, the list of which is determined by the Cabinet of Ministers of the Republic of Azerbaijan.

2. In the field of health and social services:

- research and laboratory services;

- hospitals, clinics and other medical institutions;

- veterinary services;

- production of medical equipment, drugs and medical devices;

- social services;

- services for the care of persons with intellectual disabilities and persons in need of special care.

3. In the field of infrastructure:

- utilities (sewage and water supply, gas supply, heat supply, energy distribution);

- electricity production and energy supply;

- water supply and land reclamation;

- telecommunication and communication services.

4. In the field of transport and logistics:

- cargo transportation by air, sea, rail and road;

- railway, seafaring, port, road services;

- logistics services;

- public transport and taxi services.

5. The main types of production:

- production of defence industry products;

- production of oil equipment and facilities;

- production of food products and raw materials for them, including the procurement, supply, storage and wholesale of food;

- production of daily care and hygiene products;

- production of chemical products;

- production and processing of agricultural products, including the activities of farms;

- agriculture and harvesting;

- production, processing, storage and sale of oil and gas;

- transmission of oil and gas through pipelines;

- activity in the metallurgical industry;

- production and repair of construction and household equipment;

- engineering and design services;

- construction and repair of buildings and structures for civil and industrial use, roads;

- production of packaging products;

- production of stone, metal and wood products;

- manufacture and repair of furniture;

- slaughter of animals.

6. In the field of retail and wholesale:

- points for the sale of food products;

- pharmacies;

- petrol (gas) stations;

- pet shops, including points for the sale of animal feed;

- items for the sale of building materials and small things.

7. In the filed of household services:

- collection and disposal of household waste;

- post services;

- dry cleaning;

- cleaning of residential buildings, with the exception of apartments;

- car repair;

- car wash points;

- translation services;

- animal shelters;

- design services.

8. The media.

9. Financial organizations:

- banks and currency exchange points;

- insurance organisations;

- organisations providing payment and clearing services.

10. Special types of services:

- delivery services;

- repair of household equipment;

- disinfection services.

During the quarantine period, each person and organisation should prefer the use of electronic commerce.

In addition, the list and mode of operation of public and private organisations that will carry out activities during the special regime will be determined.

Given the long incubation period of the COVID-19 virus, the speed of its spread, our citizens are required to comply with the requirements and rules of the World Health Organisation, the Operational Headquarters under the Cabinet of Ministers of the Republic of Azerbaijan, act in accordance with self-isolation measures, leave the house only if necessary, and adhere to medical and preventive measures rules and observe a distance of 2 metres when dealing with people.
