Ilham Aliyev created several new agencies

Agency for Information and Communication Technologies was created by the decree of the President of Azerbaijan, informs the press-service of the Azerbaijani head of state.

President Ilham Aliyev has also signed a decree on some measures in connection with improving management in the field of maritime transport.

According to the document, on the basis of the State Maritime Agency under the Ministry of Transport, Communications and High Technologies of Azerbaijan, as well as legal entities of public law 'Centre for the Safety of Navigation' and 'Department of Transport and Technical Management,' a legal entity of public law 'State Maritime and Port Agency' is created under Ministry of Digital Development and Transport of Azerbaijan.

The authorised capital of the state agency is 6 million 228,052 manats. The state agency will participate in the formation, implementation and development of state policy in the field of maritime transport in Azerbaijan, carry out regulation and control in this area, ensure the safety of navigation, protect the life and health of people at sea, protect the marine environment, and take measures to train seafarers , participate in state regulation of activities in seaports and provide services related to the safety of navigation (navigation and lighthouse, guide, channel, anchor, ship assembly).

For the general management and control of the agency's activities, a board consisting of a chairman and three deputies is created.

Agency for Innovation and Digital Development was also created by the decree of the President of Azerbaijan Ilham Aliyev.

The Agency for Innovation and Digital Development is created through the merger of the National Atomic Research Centre CJSC, the Innovation Agency and the High Technology Research Centre.

By the decree of the President of Azerbaijan Ilham Aliyev, the Azerbaijan Land Transport Agency was established.

Azerbaijani President Ilham Aliyev signed a decree on improving management in the field of state support for the development of entrepreneurship.

According to the decree published on the website of the head of state, Azerbaijan Investment Company OJSC and Entrepreneurship Support Fund (SIF) are merged and a public legal entity Business Development Fund (ABIF) is created on their basis.

The purpose of creating is: attracting investment in the non-oil sector, optimising the management system in the field of state support for business, strengthening coordination. All property of AIC and SIF is transferred to the balance of ABIF.

The responsibilities of the new fund will include supporting the development of the non-oil sector, as well as providing financial support to businesses in this direction.

The fund will be managed by a Supervisory Board of 9 people, as well as a board of 5 people.

The Cabinet of Ministers of Azerbaijan was instructed to submit proposals to the President of Azerbaijan on the return of concessional loans issued by SIF to business entities within three months; rehabilitation of existing loans and regulation of toxic assets. The Cabinet of Ministers of Azerbaijan was also instructed to prepare a draft charter of the Fund and submit proposals on the size of the authorised fund.

Azerbaijani President Ilham Aliyev has also signed a decree on the creation of an electronic system AYNA in order to improve the quality of passenger and freight transport in the field of road transport.

In the decree of the head of state, published on his official website, it is noted that the purpose of creating this system is to improve the quality of passenger and freight transport in the field of road transport and expand the use of innovative solutions, provide services in the field of road transport in electronic form, as well as increase the availability of data.
